Yes — "to" is one of the very first Pre-K sight words. It's short, extremely common, and sounds exactly like "too" and "two", so context and sight recognition matter more than sounding it out.
We are going to the store.
"To" is spelled and pronounced simply enough on its own, but it earns its sight word status from being one of the most frequently used words in English, and from being one of a trio of same-sounding words (to, too, two) that need to be told apart by spelling and meaning, not sound.
Use "to" in short directional phrases your child already knows — "go to bed", "walk to school" — to anchor its meaning through familiar routines.
